Provincial autonomy was the system under the Government of India Act, 1935 in which each province was governed by Ministers answerable to the elected provincial legislature for all provincial subjects. It replaced dyarchy in the provinces. Governors kept special powers.
After the provincial elections of 1937, a province such as Madras was governed by a Ministry that answered to the elected assembly for every provincial subject, including the police. Under the 1919 Act the police had been a reserved subject.
As used in the note on the Government of India Act, 1935, where provincial autonomy replaced the dyarchy of 1919.
Don't confuse provincial autonomy with federation. The federal part of the 1935 Act never came into operation, but provincial autonomy did, from 1937.
