Promissory estoppel stops a person from going back on a promise that the other side relied on and acted on. The Supreme Court applied it against the Government in Motilal Padampat Sugar Mills v. State of Uttar Pradesh (1978). The Government can be held to its promise where a person relied on it and changed position, unless public interest requires otherwise.
Motilal Padampat Sugar Mills v. State of Uttar Pradesh
A State government gave an assurance of a sales tax exemption for three years. A company set up a plant on the strength of it. The Supreme Court enforced the assurance against the Government by promissory estoppel.
As used in the notes on government contracts and on exceptions to the privity of contract.

Don't assume the Government can never be bound by an informal promise, or that it is always bound. The doctrine applies when a person relied on the promise and changed position, and it gives way if public interest requires.
