A perpetual injunction is a final court order that stops a person for good from asserting a right or doing an act that would go against the plaintiff's rights. Under section 37(2) of the Specific Relief Act, 1963, it can be granted only by a decree made at the hearing and upon the merits of the suit.

Don't assume “perpetual” means the order can never change. The word describes the stage: the order comes at the end of the suit, on the merits. A temporary injunction can be granted at any stage.
