A Nationally Determined Contribution is a country's own plan, under the Paris Agreement, to cut or limit its greenhouse gas emissions. Each Party prepares, communicates and updates its own NDC.
India submits an NDC that sets its own emissions-intensity and clean-energy goals for 2030. No other country negotiated those numbers for India.
As used in Article 4 of the Paris Agreement, 2015 and in the note on COP21.
Don't assume an NDC is a binding emissions cap like a Kyoto target. The duty to prepare, communicate and update an NDC is procedural. The content of the NDC is the Party's own choice.
