The governing body of a multilateral environmental treaty, made up of all its member countries, which meets periodically to review implementation, adopt new decisions, and — in some cases — negotiate entirely new binding instruments under the treaty's authority.

A framework treaty signed in 1992 sets out only broad principles; five years later, at its third annual governing-body meeting held in a different host city, its member countries adopt an entirely new protocol containing the first binding numerical targets the treaty itself never had.

Common mix-up

A "COP" is not itself a separate treaty — it is the recurring meeting of the parties to one specific treaty, so "COP21" and "COP3" both belong to the same parent treaty (the UNFCCC) held at different points in time, not two different agreements; different treaties (the UNFCCC, the CBD, the Bonn Convention) each hold their own, separately numbered COPs.
