The principle that while every country shares responsibility for protecting the global environment, developed countries — because of their much greater historical contribution to the problem and their greater capacity to act — should bear a heavier share of the burden.

Real-life example

Two countries sign the same climate treaty, but only the wealthier one, which has been burning fossil fuels on an industrial scale for over a century, is asked to commit to a binding, numerical emissions cut — the other, still building basic infrastructure for its population, is asked only to set its own voluntary target.

Common mix-up

CBDR does not mean developing countries have no responsibility at all — it means the same responsibility is differentiated in degree, not eliminated for one group; this is why the Paris Agreement still asks every country, including developing ones, to submit a Nationally Determined Contribution, just calibrated to national circumstances rather than a uniform international target.
