Responsible Government —

Glossary
Constitutional Law-I

Responsible government is a system in which the ministers who run the executive must answer to an elected legislature and can be removed by it. The Montagu declaration of 20 August 1917 named its gradual realisation as the aim of British policy in India.

Real-life example

Under Article 75(3) of the Constitution, the Council of Ministers is collectively responsible to the House of the People. If the House passes a vote of no confidence, the ministers must go.

Where you'll come across this

As used in the note on the Government of India Act, 1919, where the Montagu declaration named responsible government as the goal.

Common mix-up

Don't treat dyarchy as full responsible government. Under dyarchy only the Ministers for transferred subjects answered to the provincial legislature. The reserved side did not.
