A binding treaty on an environmental subject negotiated among three or more countries, as opposed to a bilateral agreement between just two — the general category that most of the conventions studied in this unit belong to.

Nearly two hundred countries, from tiny island nations to the world's largest economies, all become bound by the same set of rules on a shared environmental problem the moment they ratify a single treaty text — none of them negotiated that text one-on-one with each of the other signatories.

Common mix-up

Not every international environmental document studied in this unit is an MEA — the Stockholm Declaration and the Nairobi Declaration are non-binding soft law, not treaties, so despite their importance they do not fit the "multilateral environmental agreement" category, which requires a legally binding instrument.
