A body other than a High Court or the Supreme Court, created by law, given the power of judicial review in place of the High Court. The theory, from Sampath Kumar's case, is that taking judicial review away from a High Court does not damage the basic structure so long as the substitute body is an effective and real replacement for the High Court.
