Public nuisance is an act or omission that materially affects the reasonable comfort, convenience, health, or safety of the public at large, or of a class of the public — ordinarily remediable only by the Attorney-General or State, not by an individual civil suit.

In Attorney-General v. PYA Quarries Ltd. (1957), dust and flying stones from a quarry affected a substantial number of local residents; the Court of Appeal held it a public nuisance, since it need only be shown that a representative cross-section of the affected class was affected, not every single person.

Don't assume any private individual affected by a public nuisance can automatically sue. The general rule bars an individual civil suit; an individual may sue only by proving "special" or "particular" damage — loss peculiar to them and substantially greater than what the general public suffers.
