Two categories of blood or adoptive relatives considered only after Class I and Class II heirs are exhausted — an agnate is related to the deceased wholly through males, while a cognate is related through one or more females somewhere in the chain.
A deceased man's father's brother's son is his agnate, since every link in the chain is male; his mother's brother's son is his cognate, since the chain passes through his mother, a female.
Section 8 places agnates ahead of cognates as the third and fourth tiers of heirs, with Sections 12 and 13 fixing preference among several agnates or cognates by counting degrees — covered in the Notes posts on succession to a Hindu male's property and classes of heirs in this subject's Unit V.
The distinction is about the nature of the connecting relatives, not how distant the relationship is — a cousin connected through even one female link is a cognate however close in degree, while a distant relative connected wholly through males remains an agnate.
