As used in this case, the narrow English standard of judicial review under which a court will interfere with an administrative decision only if it is so unreasonable that no reasonable authority could ever have made it. The judgment does not define the standard itself. It uses the term only to describe the traditional, limited kind of review that an environmental court or tribunal should not be confined to.
