The Precautionary Principle holds that where an activity threatens serious or irreversible environmental harm, the absence of full scientific certainty must not be used as a reason to postpone cost-effective measures to prevent that harm — and that the burden of proving an activity is safe lies on the person proposing it.

Don't confuse the Precautionary Principle with the Polluter Pays Principle. The Precautionary Principle is about acting before harm occurs despite scientific uncertainty; the Polluter Pays Principle is about who bears the cost once harm has already occurred.
