A payment that a user agency makes into a fund when forest land is diverted to a non-forest project.

Real-life example

In T.N. Godavarman Thirumulpad v. Union of India, the Court's orders (17 April 2000, 23 November 2001, 30 October 2002) directed that every user agency pay NPV, with compensatory afforestation and catchment-area-treatment costs, into a dedicated fund. An order of 26 September 2005 fixed NPV rates.
