Effluent is liquid waste discharged from an industrial, commercial, or domestic source, typically into a stream, sewer, or land. Under the Water (Prevention and Control of Pollution) Act, 1974, discharging "trade effluent" without the State Board's prior consent is a contravention of Sections 25/26.

A textile dyeing unit discharges coloured effluent into a nearby stream without Consent to Establish or Consent to Operate. The State Pollution Control Board can act under Section 33A to directly close the discharge outlet, without first approaching a court.
