Proprio Vigore —

Glossary
Constitutional Law-I

Proprio vigore (Latin, by its own force) means with legal force of its own, without any further step. In this case the Commission's recommendations were not enforceable proprio vigore. Because they bind no one, the Court held the inquiry was not a judicial function.

Real-life example

The Commission could only investigate, record findings and make recommendations. The Court held that Parliament and the Government therefore did not take over the functions of the judiciary.
