In the context of Articles 29 and 30, a "minority" is a section of citizens — based on religion or language — that is numerically less than fifty percent of the population of the State (not the whole of India) in which it seeks to claim rights under these provisions.

Hindus, though a majority nationally, are treated as a linguistic or religious minority in a State where they form less than half the population, for the specific purpose of claiming Article 30 rights in that State.

Common mix-up

Don't assume minority status is fixed nationally — it is assessed State-wise, so the same community can be a majority in one State and a minority (for Article 30 purposes) in another.
