Diwan —

Glossary
Constitutional Law-I

A Diwan was the chief minister or principal administrative officer of a princely state under British paramountcy — roughly equivalent to a modern-day Chief Minister, appointed by (and answerable to) the state's Ruler rather than elected by the public.

Real-life example

N. Gopalaswami Ayyangar, one of the seven members of the Drafting Committee, had earlier served as Diwan of Jammu and Kashmir — administrative experience of exactly this kind is part of why he was valued on a committee negotiating how princely states would fit into independent India's constitutional structure.

Common mix-up

A Diwan is not the same office as a British-Indian province's "Premier" (the elected head of a provincial government) — a Diwan served a hereditary Ruler in a princely state, while a Premier headed an elected ministry in directly-administered British India.
