Constitutionalism is the idea that government power must actually be limited by law in practice — through genuine separation of powers, independent courts, and enforceable rights — not just limited on paper by having a document called a "Constitution."
Two countries can each have a written Constitution, but if only one has an independent judiciary that can strike down unconstitutional laws — as India's courts can, under Article 13 — only that one genuinely practises constitutionalism, not merely possesses a constitution.
Constitution — Meaning, Definition and Significance.
Having "a constitution" and practising "constitutionalism" are not the same thing. A state can have an elaborate written Constitution and still lack constitutionalism, if that document is routinely ignored or there is no independent court to enforce it.
