The Cabinet Mission Plan, 1946 was a scheme proposed by a three-member British Cabinet Mission sent to India after the Second World War, meant to work out how power would be transferred and how a constitution-making body should be formed. Its most lasting contribution was the concrete scheme by which the Constituent Assembly was actually elected — indirect election by the provincial legislative assemblies, with princely states nominating their own representatives.

Because of this Plan, no Indian ever directly voted for a member of the Constituent Assembly — every member reached the Assembly either through election by an already-elected provincial legislator, or through nomination by a princely state, a nuance worth remembering when judging the Assembly's democratic legitimacy by today's standards.

The Cabinet Mission Plan is not itself the Constitution, nor did it write a single word of it — it only designed the process by which the body that would write the Constitution came into being. Don't cite it as a source of any actual constitutional provision.
