Beggar (వెట్టి)

Glossary
Constitutional Law-I

"Beggar" refers to labour or service exacted by a person in a position of power from another, without any payment in return — one of the specific forms of forced labour that Article 23 of the Constitution prohibits.

Real-life example

A village landlord who compels a tenant farmer to work on his fields for free, "in exchange" for permission to continue farming a small plot, is exacting beggar — a practice Article 23 outlaws regardless of any local custom sanctioning it.

Where you'll come across this

Comes up whenever a Constitutional Law-I answer discusses Article 23, and in labour-law discussions of bonded and forced labour, since the Bonded Labour System (Abolition) Act, 1976 was enacted specifically to give teeth to this constitutional prohibition.

Common mix-up

Don't confuse "beggar" (unpaid forced labour, from the term "begar") with the English word "beggar" meaning a person who begs for alms — the constitutional term has nothing to do with begging or mendicancy.
